Play when you flip over a missile (not a bomber). You may immediately flip over the next card. If it is a warhead, detonate it as usual. If it is not a warhead, you lose the card and your next turn.

Additional Notes and Information:
Yes, that final codicil is there explicitly for the players who can't keep track of their command line. (It's especially nasty under "Russian Command Systems" rules.) In retrospect, it's needed anyway, or else someone could burn, say, a Propaganda card and essentially gain a "free" turn.
