Additional Notes and Information:

This has proven to be frustratingly hard to make effective. Originally it had to be launched on a Saturn, but we realized that Saturns are too rare: Most likely you'd hold this card forever waiting for a launch vehicle and then, when it came, you wouldn't want to give up the Saturn anyway.

The main advantage of the Lunar Base, once you have it up there, is that it's almost impossible to get rid of.
