Takes the place of a 40 Mt warhead. Do the following three times:
*Roll 1d6
*On a 1-4, kill that many million people.
*On a 5-6, take a random card from the target's unplayed hand.

Additional Notes and Information:

The neutron bomb was a warhead deployed in the 1980s during the Reagan buildup. It sacrificed explosive yield for radiation, leading to the claim that it would "kill people but leave the buildings intact". This led to its being derided as an optimal first-strike weapon, since an invading army could in fact derive economic benefit from its use (as opposed to the destruction wrought by standard thermonuclear weapons). In fact, given the Soviet stance in Europe at the time, there existed some strategic justification for a weapon that would allow NATO to pull back and deploy nukes without trashing the West German countryside through which everyone assumed that the Soviets would be coming.

In game terms, the card averages only 5 Million killed and there is no chance of a spectacular result such as triple the yield. On the other hand, you do get to claim some enemy property -- on average, 1 card.
