Play when a propaganda card is played on you.
Your enemy receives no population;
you, however, lose 20% of the listed amount (minimum 1 Million) due to "re-education" issues.
Additional Notes and Information:

Just seemed like another logical reflection of the Cold War. The icon is of course inspired by the two-way televisions of 1984 (also the origin of "Peace is War", which seems a propos for NukeWar). The other slogan on the wall comes from a quirky role playing game called Paranoia.

Sadly this card is as useless during wartime as the propaganda it thwarts ... unless someone plays MK Ultra or Leaflets, I suppose.
