If the same effect is rolled twice in a row, the second becomes No Effect.

This ability can be attacked like Atomic Cannon.
Additional Notes and Information:

There really is a Project HAARP (High Frequency Active Auroral Research Program), and apparently no one really knows what it's intended to do. Though the official word is, this only exists to study the effect of high-atmospheric disturbances on communications, some people apparently believe that it's really a weapons program. So now it is. :)

The icon is supposedly to be a Fleebonian angel (see the wings?) firing flaming arrows from his harp. OK, it's a stretch. I'm no artist.
