Your nation develops a nuclear rocket.

From now on, you may use a nuclear warhead as a "missile" capable of carrying twice its own tonnage as payload. The "booster" warhead does not count for damage. It can be intercepted by anything that can intercept a Coyote. You must announce your intent to use Orion when you flip the first warhead.

After each use, there is a 1-in-3 chance that 1 M of your citizens die due to environmental degradation.

Can be attacked like Atomic Cannon.


Additional Notes and Information:

It took far too long to get this into the game. Project Orion (a real 1960s Air Force project) has had a long and honored place in science fiction. Most notably, it is the instrument of mankind's salvation in Niven & Pournelle's classic epic of alien invasion, Footfall. It also shows up in Poul Anderson's Orion Shall Rise, which I found much the inferior of the two.

What's the advantage of using nukes as boosters? Well, the impulse is huge. You can lift just about anything, including a battelship, to geosynchronous orbit. Really, this card should probably allow any size warhead to lift any size warhead -- even a 10 Mt lifting a 200 Mt warhead. But that seemed a bit unbalancing, so I changed it. I added the environmental effects because, in the end, that's what doomed the Air Force project too.

A great card? No. But it'll come in handy during those frustrating runs when you pull 9 warheads and nothing else...
