Additional Notes and Information:

This card, inspired in part by the 1995 shutdown of the Federal government (and, truth be told, in part by an episode of The West Wing), is the natural counterpart to Coup d'Etat. At least you don't have to lose your head in this one. :)

The icon is meant to symbolize two parties, equal in stregnth, with arms crossed and unwilling to even face each other.
