Play on your turn. You may detonate a nuclear warhead on an enemy city, in addition to any other actions you take.

However, the plot has a chance of failure equal to the megatonnage. If it fails, you lose 25% (round down) of the printed yield; your enemy loses nothing. If you play Suitcase Nuke at the same time and forgo its 10 Mt warhead, the chance of failure for this card is halved.

A sleeper cell is the ultimate nightmare of a paranoid intelligence agent -- enemy operative who look "just like us" until activation. This can be a nasty card but the chance of failure limits the size of the bomb that can be set off. My reasoning is, the bigger the bomb, the harder it would be to conceal. This card is essentially a suped-up Suitcase Nuke, a parentage acknowledged by the ability to use it to enhance the odds of success.
