Your nation has 10 M paranoid survivalists. From now on, 20% (round down) of the deaths from any nuclear attack on you hit survivalists instead of your normal citizens. This effect remains until all survivalists have been killed. |

It's sort of ironic that the survivalists have an effect only when they are getting killed. If you're wondering who these survivalists are and why they show up only when nuked: these are people who "should" have been in your population hand but who were "off the grid" and so didn't show up on your census. In effect, this card is a shield. It's almost like having 10 M extra people but they're only usable with nukes. Note that to completely eliminate the survivalists, you'd need to take 50 M in nuclear casualties; therefore, some survivalists will tend to make it through any game in which they appear. I have to say I am very proud of the "camouflage" motiff of this icon.
