Additional Notes and Information:

How can you have 1960s Cold War kitsch and not have a Weather Control Satellite? :) It seems like every major spy out there has, at one time or another, faced a Weather Control Satellite in the hands of a madman. So it only seemed fitting that the counter-weapon should be the Spy.

I wrote a simulation of the Weather Control Satellite (or rather, its NukeWar effects) in Python. After running 10 million trials, the conclusions were:

typical fatalities 18 Million
typical number of rolls before de-orbit 5
Most common result no deaths (25% of the time)
break-even fatalities 10 Million (50% of the time, this or fewer)

These are comparable to, but somewhat less impressive than, the Bacteriological Warhead. The original Weather Satellite turned out to be significantly weaker, so I tweaked it.
