Your counter-espionage efforts are wildly successful.

Play after any enemy uses a human Spy for any purpose. The Spy's action is negated and the enemy loses 4M citizens who defect in disgust to your nation.

NB: Remember that the Mole is a spy.


Additional Notes and Information:

There really was a XX Committee who operated in the UK and elsewhere during World War II. Their counter-espionage efforts were so successful -- every German agent in Britain was "turned" -- that they could run deception operations against the Nazis. By war's end, the Nazis relied entirely on the fictitious intelligence passed along through the XX Committee's network of turned and imaginary agents. The actual name was the "Twenty Committee", written in Roman numerals as XX -- this might well be the origin of the phrase "to double-cross someone". If not, then one imagines the Brits chosen the moniker for the pun.

This is like a suped-up Spy Catcher. Spies tend to be powerful and we've in fact added things that make them more so. The natural balance thus requires things that make using a Spy dangerous. The bit about the Mole makes this a particularly nasty card.

In case it's not clear, the icon depicts Nukehead removing his mask and revealing his enemy nature to the others.
