Enhanced Neutron Bomb

Takes the place of a 60 Mt warhead. Roll d100. Fails on 01-09. Otherwise, divide result by 10 and repate the follwing that many times (minimum 4):

* Roll 1d6
* On a 1-4, kill that many million people.
* On a 5-6, take a random card from the target's unplayed hand.

 
Additional Notes and Information:

The original neutron bomb proved to be somewhat weak. So I upped it. Then the new card proved too weak as well -- too often, you'd have roll 3 or fewer times. This would make the larger bomb no better -- and sometimes worse -- than the original one. So I put in the minimum of 4 times.
