As a "good neighbor", your country intervenes in a nearby neutral's political crisis. Roll d100:

01-15 Backlash! Lose 2M citizens helping put down revolution
16-35 Quagmire! Lose 1 turn while situation works itself out.
36-55 Negotiation. Lose 1 turn but then gain 2M new citizens.
56-80 Integration spurs growth; gain 3M new citizens.
81-00 Veterans gain experience. On any one subsequent attack, you may shift a d100 roll by 5% either way .

Additional Notes and Information:

This card was inspired by the Warren Zevon ditty of the same name. (It's possible this is actually a Meat Loaf tune covered by Zevon, or vice versa.) It's an 80s throwback to the wonderful days of Reagan-esque meddling in Central America (also commemorated in the card Arms for Hostages). The Good Neighbor mention is an ironic reference to the policy of FDR (that the US be a "good neighbor" and not, for instance, overthrow Central American governments).

I have to admit, I am inordiantely fond of this icon, too. It's supposed to be the eponymous lawyers (hence the gold-monogrammed briefcases, the internation symbol for "lawyer"). The bag o'money is drawn from cartoons, of course. But what I really like is the gun-toting pose, which for some reason reminds me of all those Miami Vice- inspired drug movies.
